BA (hons) Peace Studies, University of Bradford 1994. Phd, University of Sheffield 1999. ESRC Research Fellow at the University of Nottingham 1999-2000; ESRC Research Fellow and Lecturer at King's College, London, and the Joint Services Command and Staff College 2000-03; Research Associate at the International Institute for Strategic Studies (IISS) 2002-03. Research

I am Professor of International Security and Director of the Global Insecurities Centre  in SPAIS, and founding Editor-in-Chief of the European Journal of International Security  for Cambridge University Press and the British International Studies Association (BISA). I am also Co-Director of the SafeSeas Network, with Christian Bueger. My work addresses issues of security sector reform, civil-military relations and capacity building, with a recent focus on the maritime environment. My current research focuses on responses to transnational organised crime at sea. I have published on these themes in journals including Cooeperation and Conflict, International Affairs, Survival, Armed Forces and Society, Europe-Asia Studies, and the Journal of Democracy, and authored or edited ten books. These include British Foreign Policy and the National Interest (2014), Out of Step: The Case for Change in the British Armed Forces (2007), and Security Sector Reform in Transforming Societies (2007).
